Development Charges

Development charges are how municipalities help cover costs from roads to fire stations to libraries. The purpose of development charges is to recover the growth-related costs of capital infrastructure needed to service new development and redevelopment in the municipality. 

2024 Development Charges Background Study

Legislation requires a full background study be prepared when a municipality is proposing to change development charges fees. Watson & Associates prepared a 2024 Development Charges Background Study on behalf of South Frontenac. The study was released on May 16, 2024. Council passed the by-law on July 16, 2024. See the Notice of Passing with the schedule of fees that will come into effect August 7, 2024.

A public meeting to get input into the by-law was held on June 20, 2024 at 7 pm in Council Chambers at 4432 George Street, Sydenham.

South Frontenac’s current Development Charges By-law 2019-48 was passed by Council on August 6, 2019.

The development charge shall be calculated and payable in full on the date a dwelling permit is issued. A building permit will not be issued until the development charge has been paid. Development Charges are adjusted annually, in accordance with the Statistics Canada 2nd Quarter Construction Price Index.
